While this initiative has progressed through multiple legislative committees, securing long-term appropriations and sustained support remains essential. USBC will continue to engage with stakeholders to encourage investment in biochar as a scalable, climate-positive strategy for carbon removal, soil health, and wildfire resilience in California.
We are monitoring the Empire State Carbon Farming Act, which proposes establishing tax credits to incentivize carbon farming practices, with Cornell University slated to lead the certification committee. While the bill has been held over for consideration in the 2026 session, the two-year legislative cycle provides an opportunity to build support and refine the policy framework. USBC remains attentive to advocacy opportunities, including letter-writing campaigns and stakeholder meetings, to ensure biochar is recognized as a vital carbon farming solution that supports climate goals, soil health, and New York’s agricultural economy.
